Sealed proposals addressed to the Honorable Mayor and City Council of Midland, Texas, c/o City Secretary, 300 N. Loraine, Room 340, City Hall, Midland, Texas 79702, for equipping and operating a non-exclusive fixed base operation at Midland International Air & Space Port will be received until 4:00 p.m. CST on August 18, 2021.
Any proposals received after the date and closing time specified above will be returned unopened. Only written proposals will be accepted. Oral, telephone, electronic mail, or facsimile proposals will not be accepted.
Proposals, as submitted, must be identified on the outside of the sealed envelope/box as “Request for Proposals for Equipping and Operating a Non-Exclusive Fixed Base Operations at Midland International Air & Space Port, Midland, Texas,” and must bear the name and address of the proposer.
A Pre-Proposal Conference will be held at 1:30 p.m. CST on June 9, 2021, in the Department of Airports’ Media Room, 3rd-floor Airport Administration, Terminal Building, Midland International Air & Space Port, 9506 LaForce Boulevard, Midland, Texas to review the proposal documents. Attendance at the Pre-Proposal Conference is highly recommended.
Proposals must be accompanied by a bank cashier’s check, certified check, or Proposal Bid Bond, payable to the City of Midland, Department of Airports in the amount of five percent (5%) of the proposed base annual rent (BAR).
The successful proposer will be required to furnish the City of Midland a Performance and Payment Bond in the amount equal to six months of the base annual rentals due to the City of Midland and within 30 days of notice of the award. The City of Midland reserves the right to reject any and all proposals, to waive any formalities in connection therewith, and accept any proposal deemed advantageous to it.
Disadvantaged Business Enterprises will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, age, sex, or handicap in consideration for an award of any contract entered pursuant to this advertisement and according to the City’s Federal Aviation Administration approved DBE Program in accordance with Title 49, Code of Federal Regulations, Part 26.
The issuance of this RFP and the receipt and evaluation of proposals does not obligate the City to award a contract. The City will not pay costs incurred in responding to this RFP. The City may cancel this procurement at any time prior to the City’s execution of a contract without liability. The City may reject the proposal of any party who has been delinquent or unfaithful in any former contract or lease with the City. The City reserves the right to reject any or all proposals and advertise for new proposals, the award, if any, will be made to the proposer whose proposal best suits the City’s needs, and offers a fair and reasonable base annual rent guarantee, as determined by the City, at its sole and absolute discretion.
